Delegates from 30 US states and territories and 70 countries participated in the 2003 festival. ICAF partnered with 50 educational institutions and researchers to develop the educational programs for the festival, which was sponsored by these organizations and partners.

The festival was the culmination of ICAF's 2000-2003 Arts Olympiad, a global program to heal the world through the arts. The theme of the 2000-2003 competition, held for children ages 8 to 12, was Me in the New Millennium.
